US healthcare operator Bon Secours Mercy Health (BSMH) and AC Health, the healthcare arm of Ayala Corp., are moving ahead with plans for a flagship hospital campus in Pasig City. The Department of Finance (DOF) said on 2 November 2026 that the project could create around 3,000 jobs.

The investment amount, bed count, land area, exact site and construction schedule have not been disclosed.

What The Pasig Hospital Project Involves

The DOF described the project as a premium tertiary hospital. A tertiary hospital is the top tier of care, the kind that handles complex and specialized cases referred from smaller facilities. Beyond treating patients, the campus is planned to include new clinical services, research and development, and healthcare education.

BSMH is a US hospital operator. Its local partner, AC Health, is the healthcare unit of Ayala Corp. Together they are working on the Pasig campus, which they describe as a flagship for BSMH in the Philippines.

The plans also cover training. The DOF said they include yearly training placements for trainee doctors and nurses, international rotations and professional development. In practical terms, that means young Filipino health workers could train at the campus and spend time abroad as part of the program.

The Meeting And What Officials Said

Finance Secretary Frederick Go, who also chairs the Fiscal Incentives Review Board (FIRB), met BSMH and Ayala executives in late October. Officials from the Board of Investments and the FIRB joined the meeting. Their presence matters because those two bodies deal with investment promotion and tax incentives, though the DOF did not say what incentives, if any, are being discussed.

The DOF said the hospital could do four things beyond creating jobs: widen access to specialized care, keep healthcare spending in the country, and help position the Philippines for medical tourism. Keeping spending in the country refers to Filipinos who might otherwise travel abroad for advanced treatment.

Go said the project is a chance to bring world-class care closer to Filipino patients, train health workers and create quality jobs. He added that the government has worked closely with BSMH since their first meeting. BSMH chief clinical development officer Dr. Michael Todd said the group is excited to contribute to Philippine healthcare.

BSMH officials James Langford and Russ Miller also attended, along with Ayala's RJ Recio, EJ Cruz and Patrick Lim.

Background: How The Talks Got Here

The discussions began in July 2025, when Go first met BSMH in Washington, D.C., during the President's working visit to the US. About three months later, in October 2025, BSMH opened a global business center in the Philippines. The late-October 2026 meeting is the latest step in a conversation that is now more than a year old.

Key Figures And What Is Still Unknown

  • Jobs: around 3,000 expected, according to the DOF.
  • Location: Pasig City, exact site not disclosed.
  • Investment amount: not disclosed.
  • Number of beds: not disclosed.
  • Land area: not disclosed.
  • Construction timeline: not disclosed.

The 3,000 jobs figure is the DOF's expectation, not a confirmed hiring plan, and the department did not say how many would be construction jobs versus hospital staff. The DOF said it will keep working with agencies and investors to move the project forward. Until the partners release a site, a budget and a schedule, the project remains at the planning stage.

What It Means For Builders

For contractors, engineers and estimators, there is nothing to bid on yet. No site, design team or contractor selection has been announced. Still, a premium hospital campus in Pasig is worth watching, because hospitals are among the most demanding wall-spec jobs there are.

Three wall performance points come up on almost every hospital project: fire compartments, quiet patient rooms and thermal comfort. Blocktec's AAC blocks carry a 4-hour fire resistance rating, reach up to STC 44 for a 150 mm wall in tested configurations, and have a thermal conductivity of about 0.16 W/mK. Those are the kinds of numbers a hospital designer will ask about, and they are worth understanding well before any tender opens. Blocktec's products comply with PNS ASTM C1691:2019 and ASTM C1693, and Blocktec holds the DTI-BPS PS Certification Mark, License No. Q-6620.

Schedule matters too. A trained mason with a helper lays about 10-12 m2 per 8-hour shift, and up to 20 m2 on straight runs. Walang palitada: blocks go up with thin-bed adhesive and a skimcoat finish, which trims a wet trade from the schedule. In Blocktec's own cost comparison, the wall system showed savings of up to about 21% versus hollow blocks, depending on the project.

Pasig is close to Blocktec's Marikina supply hub, with other hubs in Subic and Cabuyao, Laguna. Smaller clinics, diagnostic centers and medical offices that tend to grow around a major hospital will face the same wall questions, so the same specs apply at any scale. If you are working on a healthcare job now, start collecting your wall areas and fire and acoustic requirements, so you are ready when the Pasig design and contractor selection get announced.
