The Bases Conversion and Development Authority is exploring new energy and digital infrastructure for New Clark City through separate agreements with StB GigaFactory and Singapore-headquartered Atlantic, Gulf and Pacific Group.

The StB partnership covers renewable-energy generation, battery storage and electric mobility. The more recent AG&P agreement concerns a possible liquefied-natural-gas-powered plant and artificial-intelligence-ready digital infrastructure.

These are distinct initiatives involving different companies, technologies and project-development processes.

BCDA and StB are conducting a 12-month study

BCDA announced on August 24, 2026 that it had signed a memorandum of understanding with StB GigaFactory to explore renewable-energy generation, battery energy storage systems and electric-mobility solutions across New Clark City and other BCDA-managed properties.

Under the 12-month agreement, BCDA is expected to provide access to possible sites, relevant project information and administrative assistance.

StB GigaFactory is tasked with conducting site surveys, technical feasibility studies and financial modelling. The resulting recommendations are intended to help determine which clean-energy applications may be technically and commercially viable.

The existing StB factory is not the proposed energy project

StB GigaFactory already operates from Filinvest Innovation Park in New Clark City. BCDA describes it as the Philippines’ first manufacturing plant for lithium iron phosphate battery cells and battery energy storage systems.

According to BCDA, the factory has created approximately 500 jobs. The company plans to increase its workforce to 2,500 by 2030, but that larger figure remains a target.

The operating factory should not be confused with the projects being evaluated under the new memorandum.

The agreement may study ways to deploy locally produced storage technology within New Clark City and other BCDA developments, but it does not establish that new battery facilities, renewable plants or charging networks have already entered construction.

A separate agreement covers LNG power and AI infrastructure

On October 14, BCDA President and CEO Joshua Bingcang and AG&P Group CEO Karthik Sathyamoorthy signed another memorandum of understanding.

This agreement is intended to study a proposed LNG-powered plant and AI-ready digital infrastructure for New Clark City. The possible developments are being considered in connection with the power and connectivity requirements of advanced manufacturing, artificial intelligence and other technology-intensive industries.

The available reports do not disclose:

  • The proposed generating capacity
  • The source and delivery arrangement for LNG
  • The location or land area
  • The proposed data or digital-infrastructure capacity
  • The estimated investment
  • The implementation or ownership structure
  • Environmental and energy approvals
  • A development or construction schedule

The projects therefore remain exploratory. The agreement does not confirm that either facility will proceed to construction.

Renewable storage and LNG are different project tracks

The StB and AG&P agreements should not be presented as a single integrated energy project.

The StB study focuses on renewable-energy integration, battery storage and electric mobility. The AG&P study concerns a possible gas-fired power source and digital infrastructure capable of supporting AI-related operations.

Future studies may examine how various energy sources and storage systems could support New Clark City, but no reviewed source confirms that the two partners will jointly design, finance or construct one combined system.

The two agreements may also reach different outcomes. A memorandum of understanding can lead to a feasibility study, pilot, investment proposal, competitive procurement or further agreement. It can also end without construction if a project is found to be technically, financially or environmentally unsuitable.

Where construction opportunities could emerge

If the studies result in approved projects, potential construction packages could include civil works, equipment foundations, substations, control buildings, battery-storage enclosures, charging facilities, administrative spaces and digital-infrastructure buildings.

An LNG-powered development could also require specialized process, safety, storage, piping and utility systems. AI-ready or data-intensive infrastructure may require demanding power, cooling, connectivity, fire-protection and security systems.

Sources and verification note

The BCDA website directly confirms the StB memorandum and its 12-month feasibility scope. The Philippine Information Agency independently published the same central details.

The supplied Facebook post concerns the separate AG&P agreement rather than the StB partnership. Direct retrieval of the Facebook page was unavailable, but its indexed text and the signing details were corroborated by reports from Context.ph and the Daily Tribune.

No material conflict was found, although the reports were published on different dates. No accessible primary AG&P release or detailed project document was located during verification.
