Taiwanese floating-solar supplier Suntoward is setting up its first Philippine operating site in Pampanga Technopark, Mabalacat City. Its local unit has leased more than 3,800 square meters at the ALogis Mabalacat 1 warehouse, with production targeted for the first quarter of 2027. It also includes a long-term lease on an 8,200 sq m lot in Batangas.

The Mabalacat Site In Detail

The tenant is Suntoward Tech Philippine Inc., the local unit of Taiwan-based Suntoward. The landlord is AyalaLand Logistics Holdings Corp. (ALLHC), and this is the first deal between the two companies. The space is more than 3,800 sq m of gross leasable area, which is roughly the footprint of seven or eight basketball courts, at ALogis Mabalacat 1 in Pampanga Technopark, Barangay Tabun.

ALLHC and Punto Central Luzon said production at the site is scheduled to start in the first quarter of 2027. The park connects to NLEX and SCTEX and sits close to Clark International Airport, which matters for a company that will ship products at home and abroad.

The Batangas Lot For The Next Phase

For its next phase, Suntoward signed a long-term lease on an 8,200 sq m industrial lot at Batangas Technopark in Padre Garcia, Batangas. The lot is reachable through SLEX and STAR Tollway. Reports describe it as the site for later expansion, so it is a separate step from the Pampanga factory. No construction schedule for it was given.

What Suntoward Will Make

The company will produce high-density polyethylene (HDPE) floats, walkway modules, mooring components, support structures and mounting hardware. It will use blow molding and injection molding, the same family of processes used for plastic drums and molded containers. Customers will be renewable energy developers, EPC contractors and industrial clients, both in the Philippines and overseas.

Suntoward president Jack Wang said that locating the factory here brings manufacturing closer to the region's renewable projects. ALLHC chief operating officer Patrick Avila said, in paraphrase, that the parks are meant to help companies set up operations quickly.

Why Floating Solar Demand Is Driving This

Pv magazine tied the move to demand from the Department of Energy's fourth green energy auction. Floating solar secured more than 2.2 GW there, at a ceiling price of about P6.53 per kWh, and many of those projects are on Laguna de Bay. For scale, 2.2 GW is 2,200 megawatts of capacity, so a lot of floats and mounting hardware will be needed.

The DOE's seventh auction will again include floating solar. Separately, Ayala's Acen plans around 1 GW of floating solar on Laguna Lake under an 800-hectare lease from the Laguna Lake Development Authority (LLDA) signed in 2023.

What Is Still Unknown

The Daily Tribune and pv magazine both noted that the investment amount, production capacity and number of jobs were not disclosed. The Inquirer also reported the deal in October 2026. Until Suntoward or ALLHC release more, treat any figures on investment or headcount as unconfirmed.

What This Means For Builders In Central Luzon And Calabarzon

There are two likely construction jobs behind this news: a factory fit-out inside an existing warehouse in Mabalacat, and a build on a bare 8,200 sq m lot in Padre Garcia at a later date. Neither has a published schedule or budget, so contractors should not assume timing. But the pattern is familiar: a production deadline in Q1 2027 leaves little room for slow wall work.

For industrial interiors such as partitions, offices, storage rooms and enclosures around molding equipment, fast and fire-rated walls help keep the schedule. Blocktec imports autoclaved aerated concrete (AAC) blocks and panels with a 4-hour fire resistance rating. A trained mason with a helper lays about 10-12 m2 per 8-hour shift, and up to 20 m2 on straight runs. The blocks go up with thin-bed adhesive and skimcoat, so it is walang palitada, which saves a step on the critical path. In Blocktec's cost comparison, the wall system showed up to about 21% savings versus hollow blocks, though results depend on the project.

Our Cabuyao, Laguna hub is close to Padre Garcia, and we also supply from Marikina and Subic. If you are bidding on warehouse or factory work near these technoparks, price the walls early.
