Vietnamese conglomerate Vingroup is considering a $500-million electric-vehicle manufacturing facility in the Philippines, with Batangas emerging in later reports as the preferred location.

The investment was valued at approximately ₱31.74 billion—or nearly ₱32 billion—in initial Philippine coverage. That peso figure is a conversion of the announced dollar amount rather than a separately disclosed fixed peso commitment.

The Department of Trade and Industry said the proposed facility could initially produce 200,000 four-wheeled electric vehicles annually for domestic and export markets. Construction is targeted to begin in the first quarter of 2027, with development expected to require approximately 12 to 18 months.

These figures describe a proposed investment and government-backed target. As of October 29, 2026, the available evidence does not establish that construction has begun, a final site has been acquired or a construction contract has been awarded.

Is the investor Vingroup or VinFast?

The two names appear interchangeably in some reports, but they refer to different levels of the same corporate group.

Vingroup is the Vietnamese parent conglomerate discussing the broader investment with the Philippine government. VinFast is its automotive subsidiary and would be the operating brand most directly associated with EV manufacturing.

For accuracy, the project should be described as a proposed Vingroup investment involving its VinFast automotive business—not as two separate EV factories.

What has been announced?

According to DTI-attributed reports, the proposed manufacturing facility is being designed around several initial targets:

  • Investment: $500 million, reported locally as approximately ₱31.74 billion
  • Initial capacity: 200,000 four-wheeled EVs per year
  • Markets: Philippine buyers and export destinations
  • Target construction start: First quarter of 2027
  • Indicative development period: 12 to 18 months
  • Additional product interest: Electric scooters

The government discussed available tax incentives under the CREATE MORE Act, expedited regulatory processing through the Green Lane program and potential participation in the Electric Vehicle Incentive Strategy.

The reports did not disclose projected employment, specific vehicle models, local-content targets, expected export destinations or how production would be divided between local and overseas markets.

Batangas is preferred—but not yet confirmed

The first reports said the proposed plant’s location had not been disclosed. Subsequent reporting identified Batangas as Vingroup’s preferred area because of its proximity to port facilities.

Trade Secretary Cristina Roque said the company was examining economic-zone sites capable of accommodating at least 300 hectares. A site of that scale could support manufacturing, storage, logistics, utilities and related facilities, but no specific economic zone, property agreement or final location has been announced.

Batangas should therefore be described as the preferred or prospective location—not the confirmed project site.

Earlier in 2026, a 200-hectare property at Morong Discovery Park in Bataan was also explored as a possible location for EV-related manufacturing. That activity confirms that alternative locations have previously been examined, but it does not establish that the proposed $500-million plant will be built there.
