The Bases Conversion and Development Authority (BCDA) said on Nov. 3, 2026 that the P14.8-billion water supply and wastewater project for New Clark City in Tarlac drew no competing proposal. That clears the way for an award to the consortium of Maynilad Water Services Inc. and South Korea's Korea Water Resources Corp. (K-Water). The system would raise the ecozone's water capacity from about 20 million liters a day to between 150 and 200 million liters a day.
What BCDA Announced
The consortium is on track to win the project after no other group challenged its unsolicited proposal. BCDA gave the Maynilad and K-Water group original proponent status on Aug. 28, 2026, then opened the proposal to comparative bids under a Swiss challenge. In a Swiss challenge, other companies get a set period to submit a better offer, and the original proponent can win if nobody does.
The deadline for challengers to submit their qualification documents was Oct. 20. No rival offer came in, so the project now moves toward award, subject to remaining requirements that BCDA did not detail.
BCDA president and CEO Joshua Bingcang said the agency is about to award the project soon. The next steps are a notice of award and contract signing with BCDA.
The Numbers In Plain Terms
- Project cost: P14.8 billion, or about US$235-242 million, for water supply and wastewater services in New Clark City.
- Current capacity: about 20 million liters per day (MLD).
- Planned capacity: 150 to 200 MLD.
In simple terms, the plan would multiply the township's water capacity by roughly 7.5 to 10 times. For a sense of scale, 150 to 200 million liters a day is the same as 150,000 to 200,000 cubic meters, every day. That is the kind of supply that factories, data centers and a growing residential population need to run around the clock.
The water is meant to serve New Clark City's industrial, commercial and residential districts. Bingcang said surplus water would be shared with neighboring communities.
Why BCDA Wants It Now
Bingcang said BCDA wants enough power, water and ICT in place before semiconductor makers and data center operators move into the township. Those users depend on steady utilities, so BCDA is treating water as a prerequisite rather than an afterthought.
The project also supports BCDA's push to fill New Clark City with high-tech locators. That includes the proposed US-backed Pax Silica AI and advanced-industry hub.
Background And What Is Still Unknown
The consortium first pitched the roughly P15-billion plan in February 2026. The final figure of P14.8 billion is the cost now being cited for the project.
Several details have not been disclosed:
- The length of the concession.
- The breakdown of the P14.8 billion.
- The award date.
- Dates for groundbreaking and completion.
Until those are published, any construction timeline is guesswork. Watch for the notice of award and the signed contract, which should bring more specifics.
